Pre-Employment Drug Testing

We help carriers maintain full DOT compliance by providing fast and accurate Pre-Employment Drug Testing for all CDL drivers — as required by FMCSA Regulation 49 CFR Part 382.301. Before any safety-sensitive employee gets behind the wheel, a negative drug test result must be on file.

Post-Accident Drug Testing

Accidents are stressful — but staying compliant with DOT post-accident testing requirements doesn’t have to be. At Complete Trucking Solutions (CTS), we provide fast, accurate, and fully compliant Post-Accident Drug & Alcohol Testing services to help you meet FMCSA Part 382 obligations without delay.

Random Drug Testing Consortium

We provide a fully managed Random Drug & Alcohol Testing Consortium service that helps motor carriers stay compliant with FMCSA regulations (49 CFR Part 382). Whether you’re a single owner-operator or managing a growing fleet, our program ensures your drivers are enrolled in a compliant random testing pool — without the administrative hassle.

Blood Alcohol Testing

We offer DOT-compliant Blood Alcohol Testing under FMCSA Regulation 49 CFR § 382.303 and related sections. This testing is essential in specific situations such as post-accident investigations, reasonable suspicion, and return-to-duty processes when a breath test is unavailable or impractical.

All 50 States Permits

We take the guesswork out of getting your trucks on the road legally. Whether you’re hauling across state lines or operating within a single state, we provide all required permits for all 50 states — delivered quickly and handled by compliance experts.

UCR

The Unified Carrier Registration (UCR) is an annual federal registration requirement for commercial motor carriers, brokers, and freight forwarders that operate across state lines. At Complete Trucking Solutions (CTS), we handle the entire UCR process to ensure your company remains compliant with FMCSA regulations — avoiding delays, penalties, or out-of-service orders.

IFTA

Simplified Fuel Tax Reporting with CTS

The International Fuel Tax Agreement (IFTA) requires motor carriers that operate in multiple states or provinces to report and pay fuel taxes quarterly. At Complete Trucking Solutions (CTS), we take the burden off your shoulders by handling your IFTA filings accurately and on time — keeping your trucks legal and your business audit-ready.

Mock Audits

A mock FMCSA audit, also known as a simulated DOT compliance review, is a proactive assessment that helps motor carriers evaluate their current safety and regulatory standing before undergoing a real audit by the Federal Motor Carrier Safety Administration. The purpose of this audit is to identify and correct any compliance issues in advance, reduce the risk of violations, and ensure that all records, policies, and practices meet federal requirements.

During a mock audit, several key areas are reviewed.

  • First is the Driver Qualification File (DQF), which includes documents such as a copy of the driver's CDL, current medical examiner’s certificate, motor vehicle records (initial and annual), road test certifications, employment applications, pre-employment drug test results, and safety performance history inquiries. It may also include records of driver training or orientation.
  • The Hours of Service (HOS) section includes a review of driver logbooks or ELD data from the past six months, along with supporting documents like fuel receipts and toll records. This ensures compliance with the 11/14/70-hour rules and checks for violations such as falsified logs or missing information. ELD compliance is also reviewed, including malfunction reports and device registration.
  • The audit also covers Drug and Alcohol Testing compliance under FMCSA Part 382, which involves verifying pre-employment testing records, random testing program participation, consortium membership, and reasonable suspicion training for supervisors. If applicable, Management Information System (MIS) reports are reviewed as well.
  • Vehicle maintenance is another essential component. This includes a review of daily vehicle inspection reports (DVIRs), annual inspections, maintenance logs, and repair records. Documentation of qualified brake and inspection personnel is also required. Additionally, carriers must maintain an accident register listing all DOT-reportable accidents from the past three years, with details like date, location, injuries, fatalities, and hazmat involvement.
  • The mock audit will also verify insurance and financial responsibility, including review of the MCS-90 form and proof of required coverage under FMCSA Part 387.
  • The audit will confirm proper operating authority and registration, such as active USDOT and MC numbers, MCS-150 filings, Unified Carrier Registration (UCR), International Fuel Tax Agreement (IFTA) and International Registration Plan (IRP) documents, and the BOC-3 designation of process agents.

Complete Trucking Solutions can support clients by providing tailored mock audit checklists, compliance scorecards, and corrective action plans for any deficiencies found. Additionally, CTS can prepare audit-ready digital or physical files organized according to DOT expectations. Services may also include monthly compliance checks, virtual or on-site walkthroughs, and branded materials such as audit-prep flyers, client education guides, or templates.
